In 1989 the Articled Teacher Scheme was launched as a new form of two-year postgraduate initial teacher training during which students spend 80 per cent of their time in school. Courses were set up by 16 consortia comprising local education authorities and higher education institutes. HMI carried out a two-year survey of the training provided by five of the consortia, supplemented by visits to four others during the second year. This report focuses on the competence of the articled teachers during their final term of training and outlines factors which contribute to that competence.
